Pre-Pharmacy Student Association (PPSA) Constitution

Article I

 

Name

 

Section I:                      The name of this organization shall be the University of North Carolina at Charlotte Pre-Pharmacy Club (UNCCPPC).

 

Section II:                     The UNCCPPC shall consist of its elected officers and its individual club members.

 

Section III:                   It shall be known that the founder of this organization is/was Ketul Mahendra Patel.

 

Article II

 

Objectives

 

Section I:                      The objectives of the organization shall be as follows:

 

A.     To coordinate and promote communications between pre-pharmacy students.

 

B.     To provide students with important information in regards to different Schools of Pharmacy and their individual prerequisites and expectations.

 

C.     To stimulate interest in matters pertaining to pharmacy through guest speakers, demonstrations, and tours.

 

D.     To prepare its members for admission into the School of Pharmacy and to help/provide information about the PCAT.

 

Article III

 

Membership

 

Section I:                      All Members shall be enrolled students at University of North Carolina at Charlotte who have paid the membership fee adopted by the Officers and the membership fee will cover membership for one academic year starting in August and ending in May.

 

Section II:                     Annual dues, which will be adopted by the Officers annually, shall be paid by the second formal meeting of each year, after which a member will be dropped for nonpayment of dues.

 

Section III:                   Members must attend at least three meetings per year, or their name will be dropped from the roles of the Pre-Pharmacy Club.  If he/she is unable to make at least three meetings and has a good excuse he/she can request the President’s permission to still be consider an active member.  If the President shall approve, their name will not be dropped from the roles of Pre-Pharmacy Club.  If your name is dropped from the Pre-Pharmacy Club role, the dues paid shall be non-refundable.

 

Section IV.                   Membership shall not be denied to any University of North Carolina at Charlotte student on the basis of race, color, national origin, religion, sex, sexual orientation, age, marital status, or disability status.

 

Article IV

 

Officers

 

Section I:                      The officers of the UNCCPPC shall consist of the President, Vice President, Secretary, Treasurer, and Public Relation Officer.

 

Section II:                     Any students running for any office must have gained membership status prior to the election date.

 

Section III:                   The duties of the officers shall be:

                       

A.     President- Shall oversee all projects, committees, elections, prepare the agenda with the Vice President, and to run UNCCPPC meetings.  The President must keep the Advisor up-to-date on all club activities and must also contact potential guest speakers.  He/she must attend all meetings unless excused by the Advisor.

 

B.     Vice President- Shall prepare the agenda with the President, to be in charge if the President is not present.  The Vice President must also help contact any potential speakers.  He/she must attend all meetings unless excused by the President.

 

C.     Secretary- Shall keep minutes of all meetings, and shall post them on the web as soon as possible.  He/she must take attendance at all meetings.  He/she must attend all meetings unless excused by the President.

 

D.     Treasurer- Shall maintain all financial accounts for the club, and must keep the officers informed of the entire club’s financial status.  He/she must attend all meetings unless excused by the President.

 

E.      Public Relation Officer- Shall attend all Student Government Association meetings that concern university to clubs and club activities.  He/she shall help in advertising all club activities on and off campus.  He/she must attend all meetings unless excused by the President.  

 

Section IV:                   Upon finding grounds for dismissal, any officer may call for a closed session of the officers except the one in question to meet and discuss motives for removing that officer.  In all matters concerning the removal of an officer, a majority vote is required.  The officer under investigation has the right to explain themselves in front of all the officers prior to calling on the final vote.  The officer under investigation may not be present at this vote and not be given the right to vote on this issue.

 

Section V:                    In the case of the vacancy of the Office of the President, the Vice President will assume all Presidential responsibilities until that term expires.  If a position under the Presidency is left vacant, the President has full authority to appoint an officer to that post until that term expires.  In the case where the Office of the President and Vice President is vacant, the club must hold elections in regards to those two positions and the new elected President and Vice President shall remain in office until that previous term expires.  The club and all its members shall be given a 72 hours notice in case an election is held under this situation.

 

Section VI:                   If an officer plans to resign, he/she must give all officers a one week notice before he/she decides to leave.

 

Article V

 

Elections

 

Section I:                      Election shall be held at the last club meeting of the academic year.  Closed ballot will be the designated election method.

 

Section II:                     Any student holding club membership status prior to the last meeting may run for any position.               

 

Section III:                   Club members may nominate themselves for an office position.  He/she must give a speech, which briefly explains to the club their intention for running.  The person who gets the majority vote will be winner of the election, for the office he/she was running for.

 

Section IV:                   All elected member must take an oath, which must be administered by the current President.  The current President and Vice President must sign off on all election results.  If the current President and the Vice President are running for re-election, the Advisor must sign off on the election results.  If the President is re-elected the Advisor must administer the oath, and then the President can administer the oath to other officers.

 

Section V:                    The officers for the initial year (2003-2004) will all be appointed instead of elected.  The founder or the advisor shall appoint them all to office.

 

Article VI

 

Meetings

 

Section I:                      Meetings will take place once every other month.  However, if all acting officers consent that, the club should not meet during a given month, then a meeting will not be held.  But, if all acting officers consent that, a meeting is necessary on a non-meeting month, the meeting maybe held, but the officer must give all acting members 72 hours advance notice, and if a member is unable to attend this meeting it will not be count against them.

 

Section II:                     Advisor and all officers must meet once every month or more if necessary, to discuss ideas in regards to upcoming events. 

 

Article VII

 

Office Terms

 

Section I:                      The term in general last from August of one year to May of the next year.  There is no limitation on how many terms any given officer may serve.

 

Section II:                     The Office of President and Vice President shall be a two-year term for the first two-years of the club existence to help establish this organization and to provide stability.  After the two-year term both officers shall revert to one-year terms, same as all the other officers, for the remainder of the clubs existence.

 

Section III:                   The Secretary, Treasurer, and Public Relations when elected are elected for a one-year office term.

  

Article VIII

 

Finances

 

Section I:                      The Club Treasurer as stated in Article IV is responsible for all finances of the UNCCPPC.  If the Treasurer needs to withdraw any money from the UNCCPPC account for any purpose he/she must have either the President or the Advisor of the club signatures to withdraw any funds from the UNCCPPC account. 

 

Section II:                     For security/safety reasons, there must always be two signatures on any checks written from the club (i.e. the Treasure and Advisor, or the Treasure and President must sign all checks).  If the Treasure is caught withdrawing any fund from the club account with neither the President or the Advisor signature, he/she will be removed from office and will be turned into UNCC authorities.   

 

Article IX

 

Advisor

 

Section I:                      It shall be known that Dr. Francis “Monty” Hughes is the advisor of the UNCCPPC.  He shall have this position for as long as he wishes.  But if he shall retire, quite, or get terminated from UNCC he will lose his post.  If four-fifths of the officers and two-thirds of acting member of UNCCPPC believe that a new advisor is deemed necessary Dr. Hughes may be removed from his post and a new Advisor maybe chosen.  Advisors responsibilities are listed and are governed by the UNCC Student Organization Manual. 

 

Article X

 

Amendments and Ratification

 

Section I:                      This constitution may be amended or ratified at any regular meeting of the club by two-thirds vote, of all acting officers and members combined, provided that the amendment has been submitted in writing at the previous regular meeting. 

 

Amendments

 

Amendment I:             

                        As stated in Article III, Section II, that all members must pay their dues in full by the second meeting. This amendment gives potential members that have yet to pay their dues permission to still join after the second meeting. But it shall be known that if a member joins after the second formal meeting he/she cannot run for any office position. (Passed-02/23/04)

 

Amendment II:     

As stated in Article IV Section I that the officers of UNCCPPC shall consist of the President, Vice President, Secretary, Treasurer, and Public  Relation Officer.  They shall hereby also be referred to as the Executive Board.

 

Amendment III:             

As stated in Article IV, Section I that the officers of UNCCPPC shall consist of the President, Vice President, Secretary, Treasurer, and Public Relation Officer.  And also as stated in Article IV, Section III that the President’s job is to over see all committees, it was established in 2003 that the President may appoint members to any new committees or make new committees as needed in the benefit of the club.  The amendment hereby establishes that any new committees created shall be considered as a part of the General Board.  The definition of General Board shall be any member on the Executive Board and any head member on any new committees created.

 

Amendment IV: 

If any decision made by the general board ends in a tie; this amendment hereby establishes that to break the tie, the Executive Board must cast their vote to break the tie seeing as there are only 5 members on the Executive Board.

 

Amendment V:

This amendment hereby replaces Section III and Section IV, of Article IV of the UNCCPPC constitution, which deals with duties of the officers/removal of an officer.

 

**President---Shall oversee all projects, committees, elections (if not running), e-mails.   He/She shall prepare the agenda with the Vice President, create committees and appoint members to these committees, and he/she must run UNCCPPC meetings.  The President has the authority to given an executive order.  Executive Order is defined as anything that is not specified in/by the UNCCPPC Constitution.  The executive order may be put on hold if 2/3 of the general board excluding the President agrees to put the order on hold.  The President may call for a vote of the general members, and if majority agree with the President the order shall go into effect. The President must keep the Advisor up-to-date on all club activities and must also contact potential guest speakers. 

 

**Vice President- Shall prepare the agenda with the President, to be in charge if the President is not present.  The Vice President must also help contact any potential speakers if help is needed.  He/She must be in charge of getting food/snacks for all meetings and must work closely with the Treasure, Public Relations Officer and Historian on this matter. 

 

**Secretary- Shall keep minutes of all meetings, and shall post them on the web within 7 days after the meeting.  He/she must take attendance at all meetings and must post them on the web within 7 days after the meeting.  He/She will be in charge of the clubs website if a webmaster is not found.  The Secretary must also work closely with the Treasure and Historian in regards to their duties.  

 

**Treasurer- Shall maintain all financial accounts for the club, and must keep the officers informed of the entire club’s financial status.  He/She must work with the VP in regards to snacks/food at all the meetings.  He/She must submit the official budget to the UNCC Student Government Association (SGA), must attend one financial workshop held by the SGA, so the club is able to retrieve the club funds.  He/She must submit a Line Item Transfer if the need be and work with the SGA financial Secretary in regards to club funds.

 

**Public Relation Officer- Shall attend all Student Government Association meetings that concern university to clubs relations.  He/she shall help in advertising all club activities on and off campus by making signs, posters, etc.  He/She must work with the VP in regards to snacks/food at all the meetings.  He/She must work closely with the Secretary of Philanthropy and Fundraising in organizing club volunteering/fundraising activities.

 

**+Historian- Shall be in charge of making the club t-shirt design, taking pictures at ALL club events and posting them on the clubs website/memory book.  He/She shall work closely with the Secretary in regards to his/her duties.  He/She must prepare and print all membership certificates that are approved by the President and submit them to the President and Advisor for their signatures. 

 

**+ Secretary of Philanthropy- must be in charge of planning all volunteering activities for the club, must attend all Relay for Life meetings and any meeting dealing with the clubs volunteering needs.  He/She must work closely with the Public Relations Officer and Secretary of Fundraising.

 

 

**+Secretary of Fundraising- must be in charge of planning all fundraising activities for the club.  He/She must also act as the assistant Secretary of Philanthropy if the club decides not to do any fundraising activities.  He/She must work closely with the Secretary of Philanthropy and Public Relations Officers in regards to their job descriptions.

 

**+Webmaster- must be in charge of the clubs website and must keep it updated.  He/She must work closely with the Secretary and Historian in getting things posted.  Must help with other club needs as decided by the President.

   

**Board members must meet ALL requirements for membership as a general member. 

**The above only has key jobs that a specific board member is responsible for, but it maybe noted that as the needs of the club changes the job descriptions may change also.

**ALL board members must work with each other in achieving the clubs goals (you maybe asked to do a task that may fall under someone else’s job description).

**All board members must attend ALL general meeting, board meetings and club events.

**But due to unforeseen emergencies throughout the year, you may not be able to attend ALL general meetings, board meetings, and club events.  But as long as a board member attended at least 80% of ALL the club activities, He/She will receive credit for his/her work for the year. 

+ These are all appointed positions by the President.

Amendment VI:

This amendment hereby replaces Section II &  Section III of Article III and Section I of Article VI, which deal with membership and meeting.  This amendment hereby gives the general board the full authority to set annual membership requirements and meetings. 

 

Amendment VII:

This amendment hereby replaces Article I, Section I which deal with the name of the organization.  This amendment hereby changes the name of this organization to the University of North Carolina at Charlotte Pre-Pharmacy Student Association (PPSA).  

Amendment VIII:

This amendment hereby replaces Article IX, Section I which deals with UNCC-PPSA Advisor. It shall be known that Dr. Liz Hanie is the advisor of the UNCC-PPSA.  She shall have this position for as long as she wishes.  But if she shall retire, quit, or get terminated from UNCC she will lose his post.  If four-fifths of the officers and two-thirds of acting member of UNCC-PPSA believe that a new advisor is deemed necessary Dr. Hanie may be removed from her post and a new Advisor maybe chosen. 

Amendment IX:

This amendment replaces Amendment VI, concerning membership responsibilities.  This amendment hereby gives the general board the full authority to set annual membership requirements and meetings.  The membership requirements for Fall ’07 to May ’08 are as follows: the member must pay dues for either being a new PPSA member or a returning PPSA member, members must attend 3 meetings per year, and attend at least 1 event. When a member can not attend a meeting or event, they must be in contact with the President or Vice President. It is the member's responsibility to attain information announced at the meeting. If the member does not do the items listed above, he/she will be removed from the roster and lose membership for the entire academic year, from August to May. All officers and members must agree to abide by all UNC Charlotte rules and regulations, especially policies regarding sponsoring and/or participating in events on or off campus.
